Cyprus (RPF)
Funding of project preparation:
No funding is provided for preparation of Proposals submitted under the National Research Programmes.

Funding modalities:
RPF’s funding will be provided through grants and according to the Maximum Aid Intensity, with a maximum level of 170.000 Euros.
The Maximum Aid Intensity is the funding percentage that an organization may obtain from RPF, in relation to its total eligible costs in the project and is calculated according to the following Table, as the sum of Basic Contribution (A) and Complementary Contribution (B). The Basic Contribution is calculated according to the project’s research character, while the Complimentary Contribution is provided in cases where the project fulfils one or more of the special provisions.

CALCULATION OF MAXIMUM AID INTENSITY
Α. BASIC CONTRIBUTION
(Calculated according to the Research Character of the Project)
SME*, SME Associations, Public Benefit Organizations (Except Public Sector Departments) Research Organizations** & Public Sector Departments
A.1. Fundamental Research Activities 100% 100%
A.2. Industrial Research Activities 60%
A.3. Pre-competitive Development Activities 35%
For projects that involve different categories of research activities (fundamental research, industrial research, and pre-competitive development) the basic contribution percentage is calculated as the average of the abovementioned contribution percentages for the respective types of activity.
Β. COMPLEMENTARY CONTRIBUTION - Calculated according to Special Provisions.
(Added to Basic Contribution, as long as the latter does not exceed 100%)
The project involves effective cross-border cooperation between at least two independent partners in two EU Member States, particularly in the context of coordinating national Research & Development (R&D) policies. In this case no single partner in the Member State bears more than 70% of the total eligible costs of the project. +10%
The project involves effective cooperation between a company and a public research body, particularly in the context of coordination of national R&D policies. In these cases, the public research body bears at least 10% of the eligible project costs and has the right to publish the results insofar as they stem from research implemented by that body.
The results of the project are widely disseminated through technical and scientific conferences or published in peer-reviewed scientific and technical journals.

*Small and Medium Sized Enterprise according to the definition included in Commission Regulation (EC) No 70/2001 of 12 January 2001 on the application of Articles 87 and 88 of the EC Treaty to State aid to small and medium-sized enterprises. Participating SME Associations and Public Benefit Organizations (except Public Sector Departments) should comply with the SME definition. Participation of Large Enterprises is not allowed.
** Research Organization: an entity such as university or research institute, irrespective of  its legal status (organized under public or private law) or way of financing, whose primary goal is to conduct fundamental research, industrial research or experimental development and to disseminate their results by way of teaching, publication or technology transfer; all profits are reinvested in these activities, the dissemination of their results or teaching; undertakings that can exert influence upon such an entity, in the quality of, for example, shareholders or members, shall enjoy no preferential access to the research capacities of such an entity or to the research results generated by it.

At any case, the maximum limit of the Contribution Percentage may not exceed 100% of each participant’s total eligible costs.

Additionally, for projects or parts of projects that involve “Industrial Research” the Aid Intensity may not exceed 75%, whereas for parts of projects involving “Pre-competitive Development”, the Contribution Percentage may not exceed 50%.

RPF funding will be provided in three installments, as follows:

Advance Payment: 35%: upon signature of the Contract for the Implementation of the Research Project

Intermediary Payment:

45%: upon submission and approval of the Intermediary Progress Report

Final Payment:

20%: upon submission and approval of the Final Report

Detailed national requirements:

Projects will be handled according to the RPF’s Framework Programme for Research and Development and Innovation – DESMI 2008 funding rules. See more at: http://www.research.org.cy, and for more details please contact the RPF’s contact point.
